Start with the commercial questions
1. Fix the learner and scope definitions
Separate employee training, compliance learning and external audiences. Ask how active, registered and extended-enterprise learners affect the quoted price.
2. Turn requirements into demonstrations
Use the same scenarios, inputs and evidence requirements for each vendor. A promised capability is not the same as a completed demonstration.
3. Apply gates before weighted scores
Keep mandatory failures and missing evidence visible. Agree evaluation weights before reviewing responses; a high overall score should not conceal a failed critical requirement.
